Back links are important to your website ranking.
The more backlinks you have the higher your rating with the search engines.

The criteria to get back links?
Referrals, of course. What website does not expect you to promote it LOL.
Intel. What is that you ask? Intel is information about anything; your town, your neighbor, internet marketing, dogs, cats or cows.
